Building Capacity for Accountability and Support in the Church: A Three-Part Series on Canon Law and Safeguarding

In recent years, the global Catholic Church has taken significant steps to strengthen safeguarding measures, respond with integrity to cases of abuse, and ensure justice and healing for victims-survivors. Yet, for many Church authorities, canon lawyers, and safeguarding professionals, navigating the complexities of Canon Law in this space can be challenging. 

Recognising this need, the Canon Law Series has been developed to build understanding, confidence, and institutional capacity to address safeguarding issues within the Church. Over three focused sessions, this series will equip participants with knowledge and tools to ensure accountability, uphold procedural fairness, and foster a culture of safety across ecclesial contexts. 

Practical Guidance for Those on the Front Lines 

The series is tailored to three key groups: Church authorities responsible for safeguarding decisions; canon lawyers tasked with interpreting and applying ecclesial law; and safeguarding professionals seeking greater fluency in canonical processes. Whether advising leaders, handling allegations, or strengthening diocesan structures, participants will receive concrete support to act justly and effectively. 

Each session is facilitated by Msgr Brendan Daly, Judicial Vicar and canon law expert, with the support of Daniele Donnini, the Commission’s Regional Expert for Asia-Oceania. 

Session 1: Canon Law on Sexual Abuse 

10 September 2025, 2 p.m. ICT 

This session offers a comprehensive overview of how Canon Law addresses sexual abuse, with particular attention to Vos Estis Lux Mundi and the 2021 reforms to the Church’s penal code. Topics include mandatory reporting, whistleblower protections, cooperation with civil authorities, and correct canonical procedures for handling allegations. 

Participants will also explore how dioceses and Church institutions can build structures for prevention and accountability. 

Session 2: Preliminary Investigations 

17 September 2025, 2 p.m. ICT 

This session focuses on Canon 1717 and the canonical requirements for preliminary investigations following an allegation. It addresses the meaning of “semblance of truth,” the role of qualified investigators, and the dangers of procedural shortcuts that can undermine justice or retraumatise victims. 

Clear guidance will be provided on how to conduct lawful and credible investigations that protect all parties involved. 

Session 3: The Extra-Judicial Process 

24 September 2025, 2 p.m. ICT 

This session examines the administrative (extra-judicial) process under Canon 1342 and Canon 1720, which is often used when a judicial trial is not pursued. It outlines best practices for safeguarding procedural fairness, applying precautionary measures, collecting evidence, and reaching morally certain decisions. 

The focus is on ensuring that administrative efficiency does not come at the cost of justice, transparency, or pastoral care. 

A Call for Courage and Competence 

Participants in the Canon Law Series will come away with a clearer understanding of canonical norms, increased confidence in managing complex safeguarding cases, and access to practical tools for implementation at the diocesan or institutional level. 

“This is about more than legal accuracy,” said Donnini. “It’s about living out the Church’s mission to protect the vulnerable and confront wrongdoing with honesty and compassion.” 

In Line with Pope Leo XIV’s Vision 

In his first public statement on the clergy abuse crisis, Pope Leo XIV declared that there must be “no tolerance for any form of abuse” in the Church – whether sexual, spiritual, or an abuse of authority. He called for a culture of vigilance, transparent procedures, and sincere listening to victims, while affirming the role of ethical journalism in advancing accountability. 

According to the Commission, the Canon Law Series reflects this vision by equipping Church leaders to respond with clarity, courage, and compassion.
