Colombian Church gathers for Second National Meeting on Culture of Care 

BOGOTÁ — Nearly 140 safeguarding delegates from across Colombia met from 27–30 October for the Second National Meeting of Delegates for the Culture of Care, an initiative convened by the Episcopal Conference of Colombia. 

Organised by the National Office for the Culture of Care, the gathering brought together representatives from dioceses, religious communities, and the three bodies that form the National System for the Culture of Care: the Episcopal Commission, the National Council, and the National Office. 

Held under the theme “Spirituality of Care: Back to the Gospel,” the meeting focused on strengthening shared criteria for preventing and responding to abuse and violence within Church settings. Delegates reviewed current protocols, discussed updates, and examined how to place victims at the centre of the Church’s safeguarding efforts. 

Dr Patricia Espinoza, the Commission’s regional coordinator for the Americas, delivered the event’s closing presentation: “Reflections on the Findings of the Second Annual Report.” She outlined the origins and purpose of the Annual Report and described Conversational Justice as the framework guiding its methodology. Espinoza highlighted key findings of the report’s second edition, with particular attention to the Church’s responsibilities in providing reparation for victims of sexual abuse.

Her remarks included several recommendations for strengthening safeguarding structures, among them: developing an operational vademecum on reparations for victims; establishing an academic research network focused on safeguarding; implementing systematic and mandatory reporting mechanisms in local churches; and enhancing the role of Apostolic Nuncios in promoting safeguarding standards. 

The Commission’s participation in the national meeting, Espinoza noted, reflects its ongoing commitment to supporting regional and local churches as they work to build a consistent culture of care.
