San José, Costa Rica – From February 3 to 8, 2025, Dr. Daniel Portillo, Regional Expert for the Americas of the Pontifical Commission for the Protection of Minors, visited Costa Rica to meet with the bishops of the Episcopal Conference and the National Commission for the Prevention and Protection of Minors and Vulnerable Adults (CONAPROME). The meeting, held at the National Seminary of Costa Rica, aimed to provide training and foster dialogue on the new Universal Framework of the Guidelines for the protection of minors and vulnerable adults within the Church.
During the discussions, the bishops reaffirmed their strong commitment to supporting initiatives that enhance safe environments within the Church. They emphasized the need for a clear framework that serves as a guiding reference for the continuous updating of prevention policies. Additionally, they expressed their gratitude that Costa Rica was chosen as one of the four countries worldwide to have its protection policies evaluated, demonstrating the Church’s awareness of the ongoing need for training and development in this area.
The bishops also shared their reflections on the principles, criteria, and indicators that make up the Universal Framework of the Guidelines. At the conclusion of the meeting, they offered a series of suggestions and contributions aimed at improving the protection of the most vulnerable individuals. Furthermore, they highlighted the importance of strengthening the operational connection between the Holy See and the local Church to ensure the effective implementation of justice.
Later in the day, members of CONAPROME participated in a training session on the Universal Framework of the Guidelines proposed by the Pontifical Commission for the Protection of Minors. The attendees emphasized the necessity for this and other Church documents—especially those of this nature—to be widely known and disseminated within ecclesiastical structures.
With this visit, Costa Rica takes a significant step in consolidating ecclesial policies for prevention and protection, reaffirming its commitment to the safety and well-being of minors and vulnerable adults within the Church community.
