O trabalho da Pontif\u00edcia Comiss\u00e3o para a Tutela dos Menores (TutelaMinorum) n\u00e3o se intorrempeu, n\u00e3o obstante o isolamento social imposto pela pandemia de COVID-19. Os membros, junto aos parceiros em Safeguarding na Igreja e na sociedade civil, analisaram dados referentes aos efeitos das quarentenas nas crian\u00e7as e adultos vulner\u00e1veis em uma situa\u00e7\u00e3o de risco. Foi tamb\u00e9m iniciada uma campanha de conscientiza\u00e7\u00e3o que culminou em uma s\u00e9rie de Webinars no tema da Introdu\u00e7\u00e3o ao Safeguarding.<\/p>\n

Durante o ver\u00e3o, com o relaxamento das restri\u00e7\u00f5es, Papa Francisco reabriu os Jardins Vaticanos para os filhos dos funcion\u00e1rios da Santa S\u00e9. TutelaMinorum, em colabora\u00e7\u00e3o com os organizadores da Col\u00f4nia de F\u00e9rias Salesiana, forneceu treinamento para o grupo de 30 jovens volunt\u00e1rios, como parte do programa de Ambiente Seguro. <\/p>\n

Em fevereiro, Papa Francisco recebeu a proposta da TutelaMinorum e convidou Presidentes das Confer\u00eancias Episcopais de diversas partes do mundo a Roma para o Encontro \u201cA Prote\u00e7\u00e3o do Menor na Igreja\u201d. O encontro de tr\u00eas dias teve foco na responsabilidade, accontability, e transpar\u00eancia da Igreja no que se refere ao acolhimento daqueles que sofreram abuso. Papa Francisco prop\u00f4s um sistema de oito pontos de safeguarding e promulgou novas Diretrizes tamb\u00e9m em safeguarding para a Cidade Estado do Vaticano e o Vicariato desta, indicando o Secret\u00e1rio desta Comiss\u00e3o, Mons. Robert Oliver, como o contato respons\u00e1vel pelo safeguarding neste territ\u00f3rio.<\/p>\n

Em maio, o Santo Padre promulgou a Carta Apost\u00f3lica Motu Proprio Vos estis lux mundi, V\u00f3s sois a luz do mundo.<\/p>\n

Em dezembro, TutelaMinorum organizou um semin\u00e1rio com acad\u00eamicos internacionais par estudar a prote\u00e7\u00e3o e a promo\u00e7\u00e3o da dignidade das pessoas envolvidas em alega\u00e7\u00f5es de abuso de menores e adultos vulner\u00e1veis. A \u00eanfase deste Semin\u00e1rio foi balancear confidencialidade, transpar\u00eancia e accountability. Mais de 130 iniciativas em forma\u00e7\u00e3o, educa\u00e7\u00e3o e treinamento em safeguarding foram seguidas pelos membros no mundo todo.<\/p>\n

Papa Francisco se encontrou com os membros da TutelaMinorum, encorajando-os a embarcar em uma parceria com outros grupos de f\u00e9 e organiza\u00e7\u00f5es da sociedade civil em atividades de prote\u00e7\u00e3o de menores e pessoas vulner\u00e1veis. Membros e funcion\u00e1rios conduziram dois projetos pilotos, na Col\u00f4mbia e no Z\u00e2mbia, para estruturar e implementar Safeguarding, pol\u00edticas nas diferentes culturas.<\/p>\n

Na primavera, TutelaMinorum organizou uma importante confer\u00eancia na Pontif\u00edcia Universidade Gregoriana em Roma para estudar #safeguarding em lares e escolas. Alguns membros marcaram presen\u00e7a no Global Education Skills Forum, nos Emirados \u00c1rabes Unidos e uma for\u00e7a tarefa foi convidada por parte da Federa\u00e7\u00e3o de Confer\u00eancias de Bispos Asi\u00e1ticos para um workshop em Fortalecimento de Sistemas de Safeguarding, em parceria com CAFOD, do Reino Unido. Os membros percebendo uma aumentada tend\u00eancia em pedidos para participarem de forma\u00e7\u00e3o, especialmente vindo de Institutos de Vida Religiosa e Sociedades da Vida Apost\u00f3lica. A continuidade do trabalho com v\u00edtimas e sobreviventes de abuso sexual por parte do clero resultou, no ano de 2016, na proposta pelo Dia de Ora\u00e7\u00e3o pelas pessoas que sofreram de abuso sexual. Papa Francisco pediu \u00e0s confer\u00eancias episcopais para que escolhessem um dia apropriado no qual se possa rezar pelas v\u00edtimas e sobreviventes de abuso sexual, suas fam\u00edlias e comunidades como parte de uma iniciativa universal. O Santo Padre tamb\u00e9m publicou uma carta aos bispos no dia da Festa dos Santos Inocentes pedindo que aderissem, clara e em f\u00e9, para uma toler\u00e2ncia zero em rela\u00e7\u00e3o aos abusos causados as crian\u00e7as, incluindo o abuso sexual.<\/p>\n

O alcance da Comiss\u00e3o cresceu pelos continentes em maneira vertiginosa com iniciativas de educa\u00e7\u00e3o que chegaram a um total de 70 eventos em diversos pa\u00edses no ano de 2016. Papa Francisco publicou a Carta Apost\u00f3lica sob forma de \u201cMotu Proprio\u201d Como uma M\u00e3e Amorosa, promulgada com base em uma proposta feita pela Comiss\u00e3o, esclarecendo que a neglig\u00eancia em casos de abuso sexual cometidos contra crian\u00e7as ou adultos vulner\u00e1veis se inclui entra as causas graves que justificam a destitui\u00e7\u00e3o dos cargos eclesi\u00e1sticos, at\u00e9 mesmo de bispos, ou seus equivalentes como estabelecido na legisla\u00e7\u00e3o can\u00f4nica.<\/p>\n

TutelaMinorum foi procurado para liderar a forma\u00e7\u00e3o em Safeguarding como parte dos cursos de forma\u00e7\u00e3o anual para novos bispos oferecidos pela Congrega\u00e7\u00e3o para os Bispos e pela Congrega\u00e7\u00e3o para a Evangeliza\u00e7\u00e3o dos Povos. Os membros tamb\u00e9m se dedicaram \u00e0 forma\u00e7\u00e3o para os futuros n\u00fancios, estudantes da Accademia Ecclesiastica em Roma, bem como aos funcion\u00e1rios da Congrega\u00e7\u00e3o para os Clero. Em dezembro, a Congrega\u00e7\u00e3o para o Clero publicou a nova Ratio Fundamentalis Institutionis Sacerdotalis para a forma\u00e7\u00e3o dos padres. A Comiss\u00e3o estudou poss\u00edveis lacunas em pol\u00edticas e normas existentes, e trabalhou na cria\u00e7\u00e3o de um modelo de diretrizes para pol\u00edticas de prote\u00e7\u00e3o.
