Tonga-Niue diocese finalises locally grounded safeguarding framework

TONGA — The Catholic Diocese of Tonga and Niue is finalising a comprehensive safeguarding policy and protocol suite developed through the Universal Guidelines Framework (UGF) pilot programme and subsequent local diocesan work.

The new suite brings together a Safeguarding Guidelines Framework tailored to the cultural and ecclesial context of Tonga and Niue, a Statement of Commitment, a Code of Conduct for all Church personnel — clergy, religious and lay — and a clear process for responding to concerns involving both children and adults.

Diocesan leaders said the strength of the initiative lies in its local ownership. Rather than being introduced from outside, the documents have been written to reflect local life, language and Church practice, ensuring safeguarding is understood and applied in everyday settings.

The framework is grounded in four core Tongan cultural pillars: fefaka‘apa‘apa‘aki (mutual respect), feveitokai‘aki (helping one another and fulfilling responsibilities), loto to (humility and generosity), and tauhi vā (loyalty and care in relationships). These values shape how safeguarding is to be lived out in homes, schools, parishes and ministries across the diocese.

Final edits have focused on clarifying procedures, particularly reporting pathways and distinct processes for concerns involving adults and children. Attention has also been given to ensuring consistent terminology across all documents, helping communities understand who to contact and what steps to take without confusion or delay.

Church officials described the work as a significant milestone for safeguarding in Tonga and Niue, marking a move towards systems that are both robust and culturally embedded.

The safeguarding framework and accompanying documents are scheduled for formal promulgation and public release in February 2026 by His Eminence Cardinal Soane Patita Paini Mafi.
